Overview
The Oregon Annual reports and computes the tax due for Unemployment Insurance, State Withholding, and the Workers' Benefit Fund assessment. Some information on this screen is pre-filled or unavailable for editing based on information entered on previous screens.
The Oregon Annual collects the following information:

Number of covered workers, which includes all full time and part time workers who worked or received pay during the fourth quarter.

Special Payroll Tax (This is not an additional tax, but an offset of your unemployment insurance tax).
The Oregon Annual report must be filed:
As long as you are registered as an active employer with Oregon Department of Revenue, Oregon Employment Department, or are either required by law or choose to have a workers’ compensation insurance policy in Oregon.
Special Instructions if you already have an original quarterly report
Read each section below carefully.
- If one or more original quarterly reports have been FILED for the year you are attempting to file an OA report for, submit QUARTERLY reports for any remaining quarters which you are required to report for. It is not possible to file an OA if one or more quarterly reports have already been filed for the same year and employer.
- If one or more original quarterly reports are PENDING for the year you are attempting to file an OA report for, and no filed quarterly reports exist for the same year and employer, you may unsubmit the pending quarterly report(s). After being unsubmitted, the quarterly report(s) must be deleted from Reports in Progress before proceeding with the OA
- If one or more original quarterly reports are IN PROGRESS for the year you are attempting to file an OA report for, and no filed quarterly reports exist for the same year and employer, you may delete the quarterly report(s) in progress and proceed with the OA.
Note: If you have a combination of quarterly reports which are PENDING and IN PROGRESS, follow the instructions in #2 and #3 above to delete each report from the system. After all of the reports have been deleted, you may proceed with the Oregon Annual.
