What happened to OTTER and SETRON when OPRS was launched in March 2019?

After communicating through various methods; including email, OTTER confirmations, our agency website, partner agency websites, and mailings that OTTER and SETRON would be phased out, we did just that. SETRON was shut down on March 5, 2019. OTTER was phased out and ultimately decommissioned on August 16, 2019.
